    Saeima committee votes against Kusners' reappointment to Bank of Latvia Council

    RIGA, May 17 (LETA) - The Saeima Budget and Finance (Taxation) Committee today decided not to recommend the parliament reappointing Edvards Kusners to the Bank of Latvia Council for another term.

    Kusners has been serving as a member of the Bank of Latvia Council since 2012.

    Three Saeima members – Imants Paradnieks (National Alliance), Inguna Sudraba (For Latvia from the Heart) and Juris Vilums (Latvian Association of Regions) voted for Kusners’ reappointment at today’s meeting and three lawmakers – Janis Vucans (Greens/Farmers), Aleksandrs Kirsteins (National Alliance) and Edgars Putra (Greens/Farmers) – voted against. Renars Putnins (Unity) abstained and Igors Pimenovs (Harmony) did not register for the vote.

    Asked about the Latvian central bank’s further steps in the given situation, Bank of Latvia spokesman Janis Silakalns told LETA that Saeima has yet to vote on Kusners’ reappointment. “The Bank of Latvia hopes for a positive vote by the parliament,” the central bank’s spokesman said.

    After interviewing Kusners last week, the Budget and Finance (Taxation) Committee decided to take a break and defer the decision on the issue.

    Most of the Budget and Finance Committee's questions at that meeting concerned events in 2005 when Kusners, who was deputy head of the Bank of Latvia's Legal Department at the time, also worked as an authorized representative of the Delaware-registered company Carew Estates LLC.

    Kusners told the committee that, under Latvia's laws, Delaware was not an offshore, that his work for Carew Estates LLC had no negative consequences for Latvia, and his work at the Bank of Latvia was not compromised in any way. Kusners emphasized that he had never tried to conceal the fact that he had worked for Carew Estates LLC.

    The committee's members decided that they needed more time to consider the issue.

    The Bank of Latvia Council includes six persons - the central bank's governor, his or her deputy, and four council members. As reported, the Bank of Latvia Governor Ilmars Rimsevics is a suspect in a criminal case on bribery that is currently investigated by the Corruption Prevention Bureau. Rimsevics has been suspended from the job pending the investigation.

    At the moment, the other Bank of Latvia Council members are Vita Pilsuma, Arvils Strautins, and Aivars Skopins.

    Saeima confirmed Kusners as the Bank of Latvia's council member on May 31, 2012.
