Head of Dobele Region Council's procurement commission detained for taking bribes

RIGA, July 19 (LETA) - The Corruption Prevention Bureau has detained Laila Sereiko, head of Dobele Region Council's procurement commission, on suspicion of accepting bribes offered by Madars Radzelis, the owner of a construction company, sources told LETA.

On July 15, the Corruption Prevention Bureau started a criminal case after establishing that Sereiko possibly accepted bribes from road construction company Igate in January-July this year, and in turn helped the company in procurement tenders organized in Dobele Region. According to the bureau, Sereiko was also involved in money laundering practices.

The Corruption Prevention Bureau's audio recordings, testimonies, documents and other evidence indicate that Sereiko, in her capacity as the head of Dobele Region Council's procurement commission, accepted various bribes from Igate.

According to the bureau, Sereiko may have accepted Riga Plaza shopping mall's gift cards worth at least EUR 2,000. Earlier this week, she accepted a EUR 2,500 bribe from Radzelis, who is a member of the board at both Igate and Igate Buve, to support the two companies in procurement tenders she was overseeing.

Based on these findings, the Corruption Prevention Bureau detained Sereiko on suspicion of taking bribes and money laundering.

The Corruption Prevention Bureau has information that a Dobele Region Council official could have taken bribes worth EUR 4,500 in total. The bureau carried out ten searches and detained four persons, who have all been released from custody by now.

According to Firmas.lv, Igate road construction company belongs to Igate-M, where Radzelis owns 50 percent of shares. In 2017, the company posted EUR 24.6 million in turnover and EUR 600,000 in profit. Igate-M is also the owner of Igate Buve, whose turnover last year amounted to EUR 3.1 million and profit to EUR 215,650.
