    Ministry's decree University of Latvia's rector is flawed - State Chancellery

    RIGA, Aug 13 (LETA) - Before the government votes for or against confirming Indrikis Muiznieks as the rector of the University of Latvia, the Education and Science Ministry has to improve its draft decree on the university's rector, the State Chancellery has concluded.

    The State Chancellery points out that the Education and Science Ministry's decree does not provide sufficient reasons for assessing whether procedural violations were so significant that they could have influenced the results of the election of the LU rector, namely, that the violations affected the election results and that the election results did not reflect the voters' real will.

    "In view of the above, it is impossible to say with certainty that the irregularities found affected the outcome of the election and that the results of the election do not reflect the true (free) will of the voters. It is also impossible to conclude from the decree that the violations were so significant as to limit candidates' right to stand for the position of rector," the State Chancellery said.

    In addition, the State Chancellery points out that certain conclusions made in the decree are not supported by sufficient evidence, for example, that students of the University of Latvia's Riga Medical College and Pauls Stradins Medical College are unjustifiably denied the right to participate in all levels of students' self-governments.

    The State Chancellery also states that its objective is not to assess the process of the elections of the University of Latvia's rector, but to issue an opinion on the draft decree prepared by the Education and Science Ministry, and the State Chancellery believes that the decree does not provide sufficient grounds for the government to make an objective decision.

    Therefore the Cabinet of Ministers will review the decree on the appointment of Muiznieks as the University of Latvia rector after the Education and Science Ministry analyzes the State Chancellery's opinion and specifies its decree.
