    Government will urge Saeima committee to add new information to legislation on dissolution of Riga City Council

    RIGA, Feb 11 (LETA) - On Tuesday, the Cabinet of Ministers endorsed a proposal by the Environmental Protection and Regional Development Ministry to appeal to the Saeima Budget and Finance Committee in order to add new information to the bill on dissolution of the Riga City Council.

    The government will inform the committee that, according to information provided by the Riga City Council, three consecutive meetings of the municipality have failed due to a lack of a quorum. The ministry has also established that the Riga City Council, in violation of the law, has not adopted 2020 Riga budget regulations on time, which may affect Riga development projects.

    "In view of the above, and taking into account repeated violations in waste management in Riga in the past, it can be concluded that the political situation at the Riga City Council proves long-term political instability and inability to make important decisions for the municipality," said the Environmental Protection and Regional Development Ministry.

    As Saeima has not yet considered the bill on dissolution of the Riga City Council, which is based on non-fulfillment of the autonomous functions of the municipality established by the Waste Management Law, the Law on Local Governments and other laws and regulations, in the second and final reading, the ministry suggests that the legislation be supplemented with new information instead of drafting a new separate bill.

    As reported, four consecutive Riga City Council meetings - on February 5 at 9:30 a.m. and 1 p.m., and on February 6 at 10 a.m. and 5:30 p.m. were not quorate and therefore failed. This gives Saeima the right to consider dissolving the local government.
