Former Japanese prime minister Naoto Kan speaks at a parliamentary commission in Tokyo on May 28, 2012 probing the Fukushima nuclear disaster. Kan admitted the government and its persistent push for nuclear energy was to blame for the Fukushima nuclear disaster. Kan was criticised for creating a distraction when he visited the nuclear plant on March 12, 2011 -- a day after it was swamped by a huge tsunami -- as emergency workers were grappling with what would become full-blown meltdowns, but he was also praised for his actions in the immediate aftermath of the disaster for averting a worse crisis.
